In light of the continued harassment of human rights defender and lawyer Salah Hammouri by Israel’s apartheid regime, we, the undersigned organizations, announce the launch of the international “Justice for Salah” campaign.

The campaign aims to end the harassment of the Israeli authorities against Salah Hammouri and to raise awareness of the systematic and illegal policies and practices employed against the Palestinian people.

The campaign calls for the immediate release of Salah from administrative detention and ends all threats against Salah of forced deportation from his homeland.

The campaign also calls for an end to all harassing practices against Salah and allowing him and his family to live freely in Jerusalem; Repeal all identity revocation and deportation policies against residents of Jerusalem, and allow the return to Jerusalem of those deported or whose identity cards have been revoked.

Salah Hammouri, 37, is a Palestinian-French from Jerusalem, a long-time human rights defender, a lawyer with the Addameer Prisoner Support and Human Rights association and a former prisoner.

Salah has been harassed by the Israeli occupation since he was 15 years old. He was first arrested at the age of 16 and has since faced continuous judicial and administrative harassment from the Israeli occupation authorities, including six periods of imprisonment and arbitrary arrests. Salah has faced multiple travel bans, exorbitant bail and fines, house arrest, separation from his family, spyware surveillance and attack, and unlawful revocation of his permanent residence in Jerusalem. under threat of forcible deportation on October 18, 2021, and, most recently, his arbitrary arrest on March 7, 2022. After that, Salah was placed under another unlawful administrative detention for a period of three months, subject to extensions indefinite under Israeli military orders 1967 – adopted from UK security regulations.

“Today I stand at the most difficult crossroads of my life, from injury to detention, exile, detention without charge, and more.

The occupation does not stop killing, detaining and displacing us,” Salah Hammouri said from inside an Israeli prison cell/detention center “I am with you today, and Thanks to your efforts, I hope that my dream of continuing to live in my hometown Jerusalem will not be killed.

The current arbitrary arrest and detention of Salah Hammouri is made more urgent and exceptional in light of the Israeli Interior Minister’s illegal decision on October 18, 2021 to revoke his permanent resident status in Jerusalem under the vague criteria and illegal “breach of allegiance”. to the State of Israel. The initiation of the revocation of his residency under Amendment No. 30 to the 1952 Entry into Israel Law, illegally applied in Jerusalem, an occupied territory, entails serious violations of international law. It also puts him at imminent risk of forcible transfer and deportation, a war crime under the Rome Statute of the International Criminal Court (ICC) and a serious violation of the Fourth Geneva Convention, as well as the crimes against humanity which are persecution, apartheid, and deportation.

Amid legal proceedings and advocacy efforts challenging Israel’s apartheid regime, gross violations amounting to war crimes and crimes against humanity, including the crime of apartheid, Salah’s case has been increasingly highlighted in international forums by UN special rapporteurs, NGOs and human rights advocates. organizations. As a result, Israeli authorities have intensified their systematic harassment and targeting of Salah, a staunch Palestinian human rights defender working with one of six illegally criminalized Palestinian organizations designated by the Israeli occupation as a “terrorist” in October 2021, to suppress his right to freedom of expression and to delegitimize and discredit his work as a human rights defender.

The case of Salah Hammouri illustrates the apartheid regime of the Israeli authorities, including the widespread and systematic practice of illegal deportation and demographic manipulation, as evidenced by its laws, policies and practices, to maintain an institutionalized regime of domination and oppression over the Palestinian people as a whole. This is part of a broader attack on Palestinians living in occupied Palestine, and Palestinian residents of Jerusalem in particular, including with regard to Israel’s policy of forcible transfer and persecution, whether through residency revocation – under what is called “breach of allegiance” to the State of Israel or by not proving that Jerusalem is their “centre of life” – forced evictions, demolitions of houses, denial of building permits or other facets of Israel’s coercive environment imposed on the Palestinian people to drive them out of Jerusalem, and Palestine at large.

This campaign salutes all solidarity efforts working on the case of human rights defender Salah Hammouri and honors the campaign work led by Salah’s family to release Salah and end his persecution.

Organizations supporting the Justice for Salah campaign are Addameer Prisoner Support and Human Rights Association, Amnesty International, Al-Haq, Law in the Service of Man, Bisan Center for Research and Development, Defense for Children International, Front Line defenders, The Palestinian Institut of Public Diplomacy-PIPD.
